I'm going to be in Seattle for work and have some free time. Are there any good spots to wear a Speedo and get some sun (when it's out ).

Try Volunteer Park on Capitol Hill, or Madison Park down the hill on Pike Street. Either place, you should be able to find Speedo-wearing company. (At least, as I remember it)
