The latest generation football shorts are designed to ride up and show much of the upper leg when making high kicks or fast sprints, yet fall back to just above the knee at rest.
The sports photographers are catching the moment when most leg is showing for the one picture that says action in a match. Seeing these pictures on a daily basis in the newspapers men are not ashamed of showing more leg and shorts are slowly getting shorter.
Young men in the UK seem to be wearing tighter trousers now, showing slim waists and legs. When the weather finally improves (it has rained for weeks despite the drought) they will wear shorts again and will not want to return to last years baggy shorts again. Things are changing, be patient.

It's certainly short shorts in public though he wouldn't
