NY state is an exception. Women are allowed to be topless on beaches and in parks, but very few do so.

The same court rulings that proved that the buttocks are not considered, "Private parts" as defined in Ohio's indecent exposure statute also prove that a woman's breasts do not meet the definition in the law either, so topless sunbathing is also legal (and equally rare). There are a couple lakes near Cleveland and Columbus where thongers and topless sunbathers have been known to go, though even there they are not a common sight.
