They actually laid a steel oil pipeline from the Isle of Wight to a location near Cherbourg in the days after D Day to supply the advancing allies with fuel. They towed giant cotton reels of wound up steel pipe across the channel, unreeling and welding as they went.
I've found a couple of locations where the Pluto pipelines pass through Kent on the way to the IoW.
