We'll assume World Championships Barcelona 2013 but swimmer or diver ?

I would say diver since he has some type of cloth to dry himself. I have seen that many times with divers.
I wonder why they do that. I have seen them use another material as well.
I would guess the diver is either from the Mediterranean countries (spain, italy, greece) or maybe south america...brazil?

No luck so far but I am tempted to suggest that Erik has seen him (if Germany is a correct guess) when watching tv - and was obviously impressed (via STS).
The small absorbent cloth will often be seen in the hands of divers as quick dispersal of water droplets from the body is simply required as distinct from a full towelling-down as is usual in the changing room (TD will often be seen
throwing his down from the platform after use).

All to do with body temperature - water conducts away heat and muscles should not stiffen with cold between dives. Same reason for the adjacent warm-tub immersion.
The little towel is a shammy - synthetic material now but the word comes from the skin of the Chamois (my chamois leather is good for drying off the car to a smear-free finish after washing)

Back to recognizing this olympic athlete..
Is there a website of some sort that lists all the athletes from different olympic meets? Along with there pics?
I found wikipedia, however it wasn't much help.

I am pretty sure the answer is no - and not surprised at no luck with wiki.
It will be possible to find websites for some national swim team administrations however - but that is tedious and the extent of information published varies a lot . It will therefore be a matter of suck it and see (if you will excuse the expression).
I see you still keep saying Olympic but there are many swimmers/divers who
have championship credits in their careers but have not necessarily achieved national team selection for an Olympic Games (and the same applies in all participating sports).
You have posted a guy who appears to be at BARCELONA. The Olympic Games were indeed there in 1992 but if your pic comes from the 2013 World Aquatic Championships that is not the same thing (source is always important and it is worth taking a note of all clues or descriptions belonging to something interesting as seen posted in a blog or wherever)
